They could do it by sport or all of the NCAa. The parties can figure that out.
If the schools want to use the NCAA or some other entity to represent them they will, just like commissioners office of the sports. Same would be on the players association
They sit down and determine the set of rules and how rules advance, eligibility, payments or revenue sharing. Agreements with 3rd party payments. Etc.
Why do I need to be more specific than that when I am in neither party nor have a vested interest
