I'm not even sure you can call it a political process anymore. It has morphed into a type of inquisition whose purpose is to excommunicate the heretics.
The heart of science is to question the consensus. Science does not advance by consensus, it advances by those with the guts to question conformity.
Einstein's theories of relativity were soundly rejected by his peers.
