(as it has been described) is located at right angles to an air approach lanes just 3000' out from the runway of a very busy airport. There's little a commercial jet can do at that point to avoid another aircraft with such low speed and flaps down and the ground just a few hundred feet below them.

By FAA standards, both aircraft would have been equipped with systems that allowed each to identify the location of the other.
