to offer a severance package to 2 million Federal employees?

I figure its a trump deal anyway. Make promises and when the other party does what he wants, he then stiffs them.

Oh to answer my question : by virtue of the Supreme Corrupt deciding that Presidents (named the trump at least) are subject to no laws whatsoever.
