It fits the narrative better if people claim they were all empty. All but one were as full as they were supposed to be. And water in these reservoirs didnt run out. Water in the holding tanks that feed the hydrants id run out, because the infrastructure could not move water fast enough from the reservoirs to the holding tanks. The only reservoir that was empty was the one getting repairs. These are simply the facts, but easy to ignore if it doesnt fit the preferred narrative.
Please explain why this message is being reported.
