SO much disinformation out there it is comical. There was plenty of water. Most reservoiurs were full, except I think one that was down for maintenance. The infrastructure being inadequate is true. You don't fight these size fires through fire hydrants. That is laughable. Fire hydrants were dry because the holding tanks they draw from could not be filled fast enough from the reservoirs (infrastructure issue), not because thee was no water. Municipla fire departments are just not designed to fight fires of this size and scope. The entire infrastructure needs to be changed to fight these type of fires.
