more teams into the tournament than they probably deserve.

They stopped scheduling the 200+ type teams in the non con so that the better teams in the league had good computer numbers and the lesser teams didn't have numbers that would hurt the bubble type teams in league play. Not quite working as well this year but it has in the past.
