a bit of a misalignment of sorts. As an outsider, it seems to me that whoever has the money to dole out the grants is going to have some power to influence the grantees to try and get the outcomes that the grantor would like.

Certainly the grantors decide which studies will be funded (conducted) and which will not likely see the light of day.
