it's graduate students. Typically engineering students, for example, get a bigger stipend than those in the other departments, although it can vary. And even within the department it can vary. When I was in grad school, my advisor gave a decent stipend but some other professors who had industry grants paid nearly double.

That's separate from what the department may pay for TAs. Unless things have changed, that was typically standard across the department. Not really sure if it was standard across the university.

It probably varies by university too.
