for fire protection, then you add in per capita usage. COMO isn't LA where wildfires occur, the mains/reservoirs should have been designed for just such an event. But the dems sold the citizens out to the environmentalist so there is no water...The environmentalists will make it extremely difficult if not impossible to rebuild. They will keep providing the dems with PAC $$$ to ensure this happens...
