and she was Trump's first hurdle. Failing to convince her, Roberts was the second hurdle. Roberts had to agree to bring the appeal before the entire court and Roberts is known to be a stickler for process, which requires the appeal start at the State of New York appellate level and make its way up to the Federal level and so on before Trump could appeal to the SC. The denial of the stay had very little to do with the factual basis or substance of the appeal and everything to do with the personalities impeding Trump.
