Again, if you leave your cart just loose in a spot, I can understand calling that person a dick. But most of the time I see them just hanging out on the median so they're not rolling around and not taking up a spot.

I'm a big fan of the Aldi approach. Pay for the cart and if you don't return it, that's your fee.
