and organized 30 different energy functions into one department.

The Dept. of Education removed education from Health, Education, and Welfare and split the functions into what is now HHS and Education. Clearly those functions did not belong in the same department. He also transferred Education functions in HUD, Agriculture, Justice, and Defense into the new Education Department, again streamlining governmental functions.
