with decentralized federated administration. Small groups of people voluntarily organize location administration. Local administration voluntarily organizes to create regional administration. Regional administrations voluntarilly organize into a broader national administration.

The difference is each level is voluntary association and parties are free to withdraw at any time.

The individual can withdraw from the local, the local can withdraw from the regional, etc.
