Whether or not it's broken depends on what you think the college football structure should look like. It is not, however, an example of the free market since the NCAA (or college football) really represent a single business entity. The competition isn't between Missouri and Oklahoma or Michigan and Ohio St. for employees. The free market really operates between the NCAA and any other business entity for the services of these individuals. The rules that were previously in place were the rules that governed college football and were enforced by the NCAA for the purpose of administering an orderly operation of the business. The football players (or other athletes) who were under the jurisdiction of the NCAA were under no compulsion to stay. But, while "employed" by the NCAA they (and the colleges they attended) were required t abide by those rules.
