Instead of it being a penalty for the ball landing short of the landing zone, make that the onside kick zone, and those guys can scrum for it there. Whichever team recovers it gets possession at the 50 yard line.

This way they get to maintain some of the “safety“ concepts of moving everybody down field like they have done, but you can still have an element of surprise for an onside kick.
