The last time we had good (not perfect) elections is when everybody showed up on election day and voted on paper ballots. I'm not sure exactly when that was though. At least people had confidence in a secure and fair elections in those times.
But something that has always been a problem is the voter registration rolls are a disaster, and always have been. Something drastic needs to happen with those.
