usually require much larger security forces. But the biggest difference is the cost of special services. If you have a population of non-English speakers you have to have a number of interpreters and ESL teachers that are not needed in the burbs. Title I schools usually have much larger SPED departments too. As a classroom teacher, I usually have 18-30 students, SPED teachers are usually limited to about 10 or are co-teaching with another staff member.
