based on a temporary influx of funds is ridiculously stupid. Several of the metro school districts in the KC area have used some of those funds to give teachers retention bonuses. They were able to pass some of the extra funds on to their staff without hamstringing themselves in the future with raises they may not be able to afford down the road.
