It was the primary hold up (no pun intended) in closing the deal - the buyer wanted guarantees from the city regarding security and are upping the security budget significantly. They are also looking to change the tenant mix so it's not an attraction to teens and pre-teens. I would not be surprised to see Shake Shack get the boot.
