I can see a league looking like this. Average attendance for 2023 is listed to the side. Each additional team claims its own state, except App. State and East Carolina, but they both average 35,000 fans last season. Not necessarily a fan of including James Madison and Troy, but both having winning pedigrees and strong attendance for their level.
