An average person. Part is it is likely an act, but not much of it.

I suspect just as the last name Einstein has come to represent genius and Hitler to represent evil, future generations will call someone a Trump when referring to a profoundly stupid person or idea. That will be his ultimate legacy assuming the US does outlive him.
