Can Congress write a law to clarify what the Framers of the 14th intended ? Or would SCOTUS have to first rule that the 1898 case (I confess I haven’t yet looked it up) was inappropriately decided?

Further - asylum seekers have entered the country legally. They are at least seeking to be “subject to the jurisdiction thereof.”

Are their children born in the US citizens?
