He & Obama instigated the coup of the Ukraine president

who had been democratically elected and was friendly with Russia. They also were talking about bringing Ukraine into NATO after refusing to let Russia become a member.
They were continuing a pattern of bringing more and more of Russia's former satellites and countries on their border into NATO in violation of the promises that had been made to Russia of not bringing in new NATO members on their borders.
They were also giving Ukraine offensive weapons and training their forces to fight Russia. That training included the Nazis in Western Ukraine. They also were shelling and generally abusing the Russian speaking and Russian leaning people in eastern Ukraine.
In other words, they kept poking the bear and poking the bear, despite frequent warnings that they were in fact instigating a war. But that didn't deter them, that was in fact what they *wanted* to do. They wanted to weaken Russia and get control of the natural resources in Ukraine.
This war is very much on their shoulders.
