14) In the American democracy at the time of its birth, all individual human rights were granted because man is God's creature. That is, freedom was given to the individual conditionally, in the assumption of his constant religious responsibility.
Perhaps he's still thinking from the mindset of the Russian citizen, critic though he was, in seeming to assert that human rights were granted by the government.
Or, he knows that those rights are inherent in being children of God and the American government 'granted' them, because they recognized those self-evident rights.
I would assert that he is right in saying that freedom is in fact conditional on man living up to his moral/religious responsibilities. The founding fathers said as much.
Our first two presidents, George Washington & John Adams:
In his Farewell Address of September 1796, Washington called religion, as the source of morality, "a necessary spring of popular government," while Adams claimed that statesmen "may plan and speculate for Liberty, but it is Religion and Morality alone, which can establish the Principles upon which Freedom can securely stand."
