I don't think so.
Perhaps I should back up a bit. I think that THE puppeteer is Satan. He has varying degrees of influence on everyone, but for people in positions of power and wealth he has more leverage. He also has a cadre of servants who are pretty much completely under his control and some/many of them are in positions of power in the various sectors of our nation, whether that be the politicians, judges, media, schools and so on.
As you say, that isn't a perfect hierarchical structure, like say the military or the mafia, and many who are cogs in the Deep State are unaware of much/most or all of the rest of the structure other than their own little fiefdom. Satan can also play them off of each other for his own ends. But there is control from the top. It may not be perfect but they are working to strengthen their control and their grip on the levers of power.
I don't think they have achieved their goals at world domination either. They are still fighting to bring Russia, China, Iran etc. under their control, hence the power struggles worldwide and the march towards what will eventually be a world war... Armageddon.
Ultimately, the real struggle is between Our Lord and Satan, between good and evil. That battle rages within each of us and in a coordinated way in the world at large.
At least that is my best effort at an educated guess as to how things are playing out in the world from my own limited vantage point at this particular point in time.
