They won't need rapid chargers. 220V for overnight charging

should be fine for most people. Those shouldn't be all that expensive to install on a parking spot by parking spot basis.
It would just be one more amenity like a pool or a workout room, party room etc.
They could try and make it a profit center, but I suspect that the market will prevail. If it attracts more residents they will be incentivized to put them in.
If they have the room, they could put in rapid chargers, especially for travelers, but travelers would typically need to be other facilities close by, restaurants, shopping center etc.
