Get the government out of it, let the people decide.
They don't make sense for some people in some situations, at least for now, though things are changing quickly.
- extreme cold climate ... but the newest batteries will allegedly keep 90% of their power in ~ -25°F temps, and should keep 80% of their power for 900,000 to 1,000,000 miles.
- people who don't have a home or access to overnight charging. (apartment complexes will probably start installing EV charging as a perk to attract renters.
- for those who need to tow heavy trailers, especially for long distances.
- live in rural areas and drive long distances in rural areas almost exclusively
They already make a lot of sense for a lot of people
- homeowners or those who have access to cheap overnight charging
AND don't have to tow heavy trailers for long distances, nor live in cold environments (which may be a non-issue pretty soon
