attorney is usually the best witness if his testimony is supportive of the person that they are hostile to.

The hostile witness has no ulterior motives that would make him want to provide testimony that would help a person he hates.

That seems to be the case here with respect to the FBI. They don't want to hurt Biden and certainly don't want to besmirch their own already tattered reputation, but they have to.
