IF Trump were to win AND the Repubs took both the House

& the Senate AND there was a majority NOT working with the Deep State... (Yeah, I know all of that is highly unlikely) ... what reasonable steps could they take to "drain the swamp"?
1. Appoint a New Attorney General... and have him/her clean house as best they can?
2. What could be done to clean up the FBI?
eg. a) appoint a new director
b) appoint a special committee to do a deep dive investigation into what the FBI had been doing?
c) based upon (b) above, arrest, fire or demote those engaged in illegal & immoral activities?
d) reduce funding drastically?
3. Something similar for the IRS, Homeland Security etc.?
