No, Romans doesn't speak of 'scissoring', a 20th/21st century slang term, but it clearly condemns homosexual relations, as was taught by the rabbis throughout the Old Testament times and the Church throughout the New Testament times.

Look at the passage again:

Their women exchanged natural relations for unnatural, and the men likewise gave up natural relations with women and were consumed with passion for one another, men committing shameless acts with men and receiving in their own persons the due penalty for their error.

Notice the parallel phrasing.

Leviticus condemned killing one's children by fire as an offering to MOlech... do you think that means it would be ok to kill them by running over them with a chariot? Or to kill someone else's children? It never prohibits those crimes, does it?
