It was far different than today. There was a penetrator and a lower status receiver of being penetrated. Anyone being penetrated was supposed to be of lower status.
Lesbianism didn’t involve penetration from their perspective on sex, so Leviticus was silent on it.
Roman culture did not have equality among all men. A higher status man could top a lower status man. Two equals could not do gay stuff, nor could a lower status man ever top a higher status man.
Within Hebrew culture, all men were equal. So it was disruptive of order for a man to penetrate another equal man. The penetrator was lowering an equal and the bottom was disregarding his status. Two women scissoring though, is not mentioned.
