taxpayers. I don't recall him ever claiming he would lower overall tax revenues. In fact, the beauty of cutting marginal rates is it often leads to increased economic activity which ultimately results in higher tax revenues because more people are making more money - but they are keeping more because of lower marginal tax rates. That's a good thing in my book.
