Some admittedly casual research suggests the dispute is essentially claims by past players for compensation from various parties (i.e. the NCAA and schools).
The cliam against the schools, the NCAA, etc. is that past players are entitled to damages because they were not paid by the schools or the NCAA for their services as players.
The Settlement is a commitment/agreement by the schools and NCAA to pay "damages" to these past players over a period of time.
The settlement envisions and requires the NCAA and schools to make ongoing payments. The NCAA from its income from various sources, i.e. post season competitions. The schools from their athletic department budgets.
Bottom line is the NCAA and schools have agreed to pay damages to past players from the NCAA's and schools' future income and the source of that income includes future TV, etc. fees from the broadcast of future events.
I would suggest the bottom line is for the settlement to work the NCAA (or perhaps a replacement organization) has to exist and generatse income from which the settlement amount under the settlement agreement can be paid.
I would also suggest that for the settlement to work, the NCAA or a replacement organization has to be involved, deeply involved. A settlement agreement for party X to pay money to party Y over time isn't worth very much to party Y is party X goes out of existence and isn't available to make the required payments.
