The COVID restrictions were put into place to try and prevent spread. If the indoor space was so large that 11 people could be in it rather than the 9 in the declaration, logic says 11 are fine as there is no real risk. Just as jaywalking laws meant to protect the public don't make sense if there is one person walking across an abandoned street at 3:00 am.

The more you post the more you demonstrate how flummoxed you are by this simple concept.
