With the exception of those launched toward Crimea, most of the drones and HARM type missiles fired at targets in Russia can't be guided as designed. Western GPS guidance is ineffective over Russia. This is due to Russian superiority in EW anti-air defenses. To counter the Russian defenses, Western EW detection requires close monitoring and Nato can't fly EW missions that close to Russia proper. The result is the Ukraine is launching ballistically and relatively blind at the general location of Russian targets. The reduction in accuracy is significant. That's why the Ukraine has resorted to using cluster munition/warheads instead of HE. Cluster bombs offer a better chance of hitting something of military value and producing secondary explosive dammage.
However, they're typically only hitting civilian targets with the missiles and drones launched inside Russia.

In the case of targets in Crimea, Western EW flying in international waters over the Black Sea can detect relatively unguarded windows where Russian EW anti-missile defenses are weaker. The Ukrainians can launch multiple drones and HARM missiles through these gaps to more effectively hit Russian targets there and along the Azov Sea coasts.
