I think deep inside, the Chiefs believe they have earned the vote easily for recent success, and I believe the Rs felt they could just ride the Chiefs' coat tails to victory. Polling has made both very nervous in this ****ty economy/high inflation environment, and they had to start sweetening the pot.
I also think the East Village was the Rs first choice, but got nervous at the cool reception and needed a splashier, walk-friendly site. I still think the East Village site was bollocks and if the Crossroads site remains 75% true to the artists' renderings, it will be amazing, as so many people can take the street car all the way from the Plaza area and mitigate the parking fears, and have a cool place to hang out after the game...that's been the complaint for 30 years or so. I guess we'll see if people really want a place to go, or if the biggest recreational activity is just belly-aching.
