Yes if the Republic is a well ordered machine there is a process to control the distasteful behaviors of those who are a threat to society.
We tried Prohibition and it failed. The Process worked.
The people in Oregon clearly think unfettered Drug use and the consequence from it are worth controlling.
In truth if Drug addicts and abusers just abused their bodies in Private and didn't create over arching public problems nobody outside their family/friend circle would give two rats if they died and suffered.
The issue is that they do engage in criminal activity at a high rate to feed their lust for drug use.
