DOJ to prosecute Biden, then there is enough evidence for the house to impeach Biden.

Why is Johnson not impeaching Biden instead of calling on the DOJ to prosecute him? He should know that the DOJ policy is to not prosecute a sitting present. He should further know that he has the power of impeachment.
