I'll take a crack - one easy answer for me, the other not so

1. I do not support a blanket policy that would forbid all foreign aid to any other nation. I believe there are times when it is in our strategic interest and benefit to be supportive. That being said, we are showing little to no responsible discretion in making those decisions today.
2. Much harder question. I believe Israel is a key strategic ally in that critical part of the world. That being said, I don't think we are really giving them money with any oversight and deep strategic thought to how to do this in ways that benefit the United States. But I have no issue providing them with some level of assistance.
Example. If with the benefit of hindsight we could have identified a point where $50M of foreign aid would have prevented WWII, would that have been money well spent? Would such spending have been in our national interest? I believe so. However, we don't have such hindsight in advance. That can lead to two mistakes in my estimation. One is saying we will never give foreign aid. The other is handing it out willy nilly as we are doing now. I don't support either extreme.
