Level of truth in it. We are by any means and measure of the most wealthy nation on earth, and it is reasonable, fair and just for us to share some of that with less fortunate peoples around the world.
That does categorically in my opinion NOT mean to fund a corrupt T-shirt nation in a war against Russia. Personally, I don't give two schits if Russia owns Ukraine. Ukraine is a toilet, and is unworthy of our assistance. Screw them.
Israel I think is another matter and Taiwan may or may not be. Notice that, according to the brilliant and absolutist Ummm and his idiocy followers and acolytes, having two separate opinions, on assisting two separate nations, makes me the absolutist. That's the shallowness of the thinking on the other side.
The answer in my opinion is to more closely monitor and account for all the monies we share and ensure that it is not for CIA or Biden manipulation or thievery. You don't close banks because banks get robbed.
You don't stop voting because some elected officials are corrupt.
You don't suspend laws because they are difficult to enforce.
You don't stop helping people because some of your help gets stolen.
