The system is set up to be that way. It is impossible to fully prosecute every law as it is written. If so, we would all be in jail.

According to the great 4tigs, discretion is key to law and order.

What needs to be changed is that we need far far fewer laws that are truly based on something, and then those can be enforced to the letter of the law.
