Have you ever interviewed someone for a job? I have, and I've often recommended the person who was less qualified on paper because I sensed greater potential or team/collaborative synergy. It would be hard to articulate why I chose the person over someone with a better curriculum vitae... but my judgment has proven to be very good in that regard.
