There's nothing mandatory about federal powers under Article II. Also, it's "common defence" and not "national defense"; under the Constitution, there is no nation.

Further, even SCOTUS has acknowledged multiple times, that the power to control the border is not an express constitutional power (i.e. it's not in the Constitution).

Make whatever arguments you want to control the movement of people, but an appeal to the founding fathers and Constitution is misplaced.
