Against the constitution.

As a practical matter, like most criminals and scoundrels and corrupt politicians, they can do whatever they can get away with.

Lenin was not allowed to dissolve the governing body in Russia in 1918. That didn't stop him.

I forget which President of the United States in the early 20th century, I believe, was told that the Supreme Court ruled against him. His response was something along the lines of, "what are they gonna do about it?"
