The RNC would probably sanction it. And even if they didn't what's to stop Haley from debating anyone?

Swami might want to debate some screaming liberal also.

Granted, it could become a "look at me" circus, but the RNC is a dumpster fire right now, and circumventing that organization might not be the worst thing.
