Republican watch. If they had, they would have almost certainly gone to war (we managed to stay out of the war in Europe from 1939 until late 41 until Germany declared war on the US). I don't see anything inherent to either party that would have changed history had the other side been in power.

And as noted, we stayed in Vietnam several years under Nixon and entered wars in Iraq under both George Bush and his son.
