Negative rights are inherent and cannot be taken away - they can be denied/infringed upon by others, but that doesn't imply you've lost the right.
A positive right, on the other hand, is a right to something which requires the effort or capital of another to provide; these are assigned by gvmt (usually, like the right to an education) and are not inherent and not Natural Rights.
Natural Rights are negative rights, they require nothing of others and are inherent.
You confuse positive and negative rights often.
With regard to the 9B people, I think it's fair to say that those people conflate all kinds of terms and words - these and the ones you favor. What's the point?
