land running through it is in the creek's flood plain and deeded to the city for a streamway trail and 2 neighborhood parks.

Homeless have been using it as a campground.

But it's now "public" common area.

Looks like the HOA, eager to remove the undeveloped land from its tax rolls, fvcked up.
