You can make that argument.

Secure means that we were in control of it. We, the government of the United States, controlled the border and decided that anyone who wanted to could come in. so

So yeah it was secure, and wide open.

Marxist wordsmiths choose their words carefully. And it's also a reason why the idiots on this board stay very brief and very vague. There is less chance of making a mistake that way. Keep it brief, keep it vague , and then deny that you meant what you meant.
